| As the mere name itself depicts, oversees the city's finances. In an area where, without question, utmost accountability is crucial for maintaining the financial integrity of the city, Lowell residents can be assured that their city gets very high marks. Dedicated and detailed work, has placed the City of Lowell's financial recordkeeping among the top cities in the State of Arkansas. The city has earned outstanding audits from the State Auditors since the finance director's position was created in 2001.
To assist the Mayor annually in projecting the next budget year revenues by analyzing current and previous year revenues, and to compile expenditure requests as submitted by each of the city's department heads. The Mayor's budget is presented to the City Council for their changes, and finally their adoption. The budget is a changing document as the needs of the city unfold during the year. Any and all changes are approved by the City Council.
After budget approval, the finance department ensures that the budget is adhered to and that all expenditures are justified.
The Finance Department is also the Human Resources Department, handling payroll, taxes, benefits, and more.
Fire Association Dues and miscellaneous items are issued and collected by the Finance Department.
The Finance Department is also responsible for all STEP System billing.

| The Street Division employees report direct to Aaron Pile and Jimmy Hendrix with Lowell Public Works. The Lowell Street Division's responsibilities include maintenance and repair of streets, sidewalks, drainage structures, and reconstruction of deteriorated and dilapidated ones as well as new construction of these infrastructure projects. The Street Division also provides mowing services, street cleaning, and replacement of street signs within the city limits. Traffic Lights also fall within the Street Division's responsibilities.

| Code Enforcement is the city's watchdog housed within the police department for neighborhood nuisances, such as high grass/weeds, unsightly/unsanitary conditions on property, dangerous buildings, illegal trash dumping, stagnant water, inoperative/abandoned vehicles on property, enforcement of the garage sale ordinance. Code Enforcement inspects businesses for business license and enforces the City's sign ordinances.

| The State District Court of Benton County, Arkansas (Rogers Division) is responsible for the handling of traffic citations, city and county ordinance violations, criminal misdemeanors, civil suits, and small claims suits.

| The Street Department is responsible for maintaining infrastructure within the City of Rogers including streets, sidewalks and repair, guardrails, vegetation overgrowth that impacts public right-of-ways, cleaning the streets and city-owned drainage systems. They also maintain the city's traffic system including signals and signage. The street department also sprays for mosquitoes from around the last frost of Spring to the first frost of Fall.
The city’s experienced street department staff, headed by Frankie Guyll, is committed to serving Rogers residents with an open-door policy and willing to listen to the needs of the community. Guyll has been with the Rogers Street Department for more than 43 years.

| Lowell Fire Department was founded as an all-volunteer department in 1973. The department has evolved to what is now a full-time department staffed 24/7 with 27 sworn firefighters. Operational services provided include fire suppression, fire investigation, fire prevention, and community education programs, emergency extrication, and paramedic-level emergency medical response and transport. These services are provided using state of the art apparatus, rescue, and fire / EMS equipment. The department currently operates from two fire stations. We serve an area of 27 square miles with a population of approximately 13,000 residents. We respond to 1000 – 1100 calls annually.

| The Rogers Fire Department provides fire, emergency medical, hazardous materials, and technical rescue service to the City of Rogers and surrounding areas of Benton County.
Founded in 1888 as the all-volunteer Rogers Hose Company Number 1, the modern Rogers Fire Department is an entire career organization with over 154 full-time employees, eight fire stations, a training campus and a building for the Risk Reduction Division.

On July 4, 1904 the first public library in Rogers opened its doors with 458 volumes available for checkout. The library was on the 2nd floor of a business located at First and Poplar Streets. The Women’s Study Club organized, financed and operated the library at its inception.
As the city of Rogers grew so did the library, and by 1934 it had a patronage of 1,629 with holdings near 3,462 volumes. Despite the Great Depression, the Rogers Public Library continued to grow at a brisk pace, outgrowing buildings and gaining new “Friends” along the way.
In March of 1992, the Friends of the Rogers Public Library acquired 3.924 acres at 711 South Dixieland Road, and the birth of the Library as we know it today began. Today the library holds more than 150,000 books with an unimaginable number of electronic and multimedia items, as well as a great selection of PCs, laptops and other devices for use within its walls.
True to its beginnings, the Rogers Public Library is a living partnership between public and private sectors, receiving support from the library millage, the City of Rogers general fund, the Rogers Public Library Foundation, the Friends of the Rogers Public Library, and from many generous private donors.
